Born on February 25, 1963, in Moscow. In 1989, he successfully graduated from the Moscow State Institute of International Relations of the Ministry of Foreign Affairs. The young specialist started his diplomatic work immediately after graduating from a higher educational institution. In 1989-1993, served at the Ministry of Foreign Affairs of the USSR (Russia). 1993-1997; 2000-2004 — two terms in the Permanent Mission of the Russian Federation to the United Nations in New York. Last position — Senior Counselor for Political Affairs (specialization on the Security Council). 2004-2007 — Deputy Director of the Department of International Organizations of the Russian Foreign Ministry. Participated as a member of the Soviet/Russian delegations at various international fora, including the NPT Review Conferences in 1995, 2000, 2005 and 2010, the UN Disarmament Commission sessions, etc. 2005-2006 — a governmental expert in the Group of Governmental Experts on verification in all its aspects. Member of PIR Center International Expert Group. Since September, 2013 — Ambassador-at-large of the Russian Federation Ministry of Foreign Affairs, since October. 2013 — Plenipotentiary Representative of the Russian Federation to the Collective Security Treaty Organization.
