№ 15 (63), 2026. PIR Center Advisory Board Member Nabil Fahmy Appointed New Secretary-General of the League of Arab States

MOSCOW. MAY 6, 2026. PIR PRESS. «International relations are, first and foremost, about relationships. They are not a transaction or a zero-sum game», – Nabil Fahmy, PIR Center Advisory Board member and member of the International Editorial Board of the Security Index Yearbook.

Nabil Fahmy, PIR Center Advisory Board member, member of the International Editorial Board of the Security Index Yearbook, and a long-standing friend of PIR Center, has been appointed the new Secretary-General of the League of Arab States. His candidacy was unanimously supported by the foreign ministers of the LAS member states. In this position, he will succeed Ahmed Aboul Gheit, who has headed the League of Arab States for almost ten years. His official term of office will begin in July 2026.

Nabil Fahmy is an Ambassador Extraordinary and Plenipotentiary, retired, and one of Egypt’s most authoritative diplomats and experts on international and regional security, disarmament, and nonproliferation. In 2013–2014, he served as Minister of Foreign Affairs of Egypt. Earlier, he was Egypt’s Ambassador to the United States and Japan, and also held a number of senior positions within the UN system, including Chairman of the UN Advisory Board on Disarmament Matters and Vice-Chairman of the First Committee of the UN General Assembly, which deals with disarmament and international security.

For PIR Center, Nabil Fahmy’s appointment is of special significance. Since 2023, he has been a member of PIR Center’s Advisory Board. He is also a member of the International Editorial Board of the Security Index Yearbook, one of PIR Center’s key analytical publications on global security, arms control, and nonproliferation. For many years, Nabil Fahmy has maintained an expert dialogue with PIR Center on Middle Eastern security, diplomacy, arms control, disarmament, and nonproliferation.

In March 2025, Nabil Fahmy was featured in PIR Center’s «Open Collar» interview series, where he spoke about the challenges facing foreign ministers, decision-making in a complex geopolitical environment, and his transition from diplomatic service to expert and academic work.

PIR Center congratulates Nabil Fahmy on his appointment to this high office and wishes him every success in his new responsible mission at the helm of the League of Arab States!
