MOSCOW. FEBRUARY 19, 2025. PIR PRESS. On February 20, the ceremony for awarding the Vyacheslav Trubnikov Grant will take place at MGIMO University. Students of the International Security Master’s Program, jointly held by MGIMO University and PIR Center, are nominated for the grant. The winner of the competition will receive a tuition waiver covering the second, third, and fourth academic semesters.
Vyacheslav Trubnikov (April 25, 1944 – April 18, 2022) was a prominent Russian intelligence officer and diplomat, Director of the Foreign Intelligence Service of the Russian Federation, Army General, Hero of the Russian Federation, and Ambassador Extraordinary and Plenipotentiary.
Vyacheslav Trubnikov dedicated 42 years to public service in the USSR and Russia, working in the USSR KGB, the Foreign Intelligence Service of the Russian Federation, and the Russian Ministry of Foreign Affairs. He served as Director of the Foreign Intelligence Service of the Russian Federation from January 1996 to May 2000. Additionally, he held the position of Ambassador Extraordinary and Plenipotentiary of Russia to India from 2004 to 2009.
His contribution to shaping Russia’s foreign policy apparatus after the collapse of the USSR cannot be overstated. Equally significant was his role in establishing long-term partnerships with India and strengthening Russia’s role in international military-technical cooperation.
PIR Center honors the memory of Vyacheslav Trubnikov, who remained a member of the PIR Center Executive Board — the organization’s supreme body — until the last day of his life. He also published a wide range of research papers with PIR Center. To commemorate his legacy, PIR Center has created a memorial gallery where you can explore his biography, personal publications, and recollections of his work.
In 2023, a monument to Vyacheslav Trubnikov was unveiled at MGIMO University. The opening ceremony, held in a solemn atmosphere and attended by Dr. Anatoly Torkunov, Rector of MGIMO University, marked the inauguration of the exhibition space.
MGIMO University and PIR Center aim to preserve the memory of this distinguished statesman through the establishment of the grant competition.
Selection Criteria for Candidates:
The winner of the Grant Competition will be selected by the Competition Committee. The full list of members of the Vyacheslav Trubnikov Competition Committee includes: Dr. Andrey Baykov, Chairman of the Commission, Vice-Rector for Science and Research at MGIMO University; Ms. Anastasia Voytsitskaya, Deputy Chair of the Commission, Deputy Director of the Department of Work with Students and Alumni at MGIMO University; Mr. Aleksey Dundich, Director of the Department of Expertise of Master’s Programs at MGIMO University; Dr. Igor Istomin, Acting Chair at the Department of Applied International Political Analysis at MGIMO University, PIR Center Advisory Board Member; Dr. Mikhail Lysenko, Associate Professor at the International Law Department at MGIMO University; Dr. Vladimir Orlov, Founding Director of PIR Center, Professor at the Department of Applied International Political Analysis at MGIMO University, and Scientific Director of the International Security Master’s Program; Dr. Alexander Fedorov, Associate Professor at the Department of Information Security at the Bauman Moscow State Technical University.
During the award ceremony, the Commission will announce the winner. Additionally, the Chairman and members of the Commission will address the students. Maria Trubnikova, an alumna of MGIMO University and Vyacheslav Trubnikov’s daughter, will also deliver a speech. Media representatives are expected to attend.
The official ceremony announcing the winner of the Vyacheslav Trubnikov Grant Competition will take place on February 20 at 5:30 p.m. in Office No. 423.
