№ 30 (78), 2026. PIR Center invites members of the PIR Alumni Community to take part in the IV Maslin-Fest

June 19, 2026

MOSCOW. JUNE 10, 2026. PIR PRESS. “For me, Evgeny Petrovich Maslin is a man not only of high military erudition. He was distinguished by both an independent mind and a highly critical intellect. The knowledge he acquired through education and self-education was conceptualized and processed by him into something entirely his own and new. It is difficult to say what fields of knowledge did not interest him. He knew the works of the best writers and poets well, quoted them frequently and willingly, listened to songs, and sang them beautifully himself. Evgeny Petrovich Maslin was and will remain in my memory as such a person – a model of high work capacity combined with curiosity and an interest in the most diverse areas of life. Holding the Maslin-Fest is not just an event for form’s sake, but a tribute of respect to a man who, through his entire life, earned the right to be spoken of and remembered”, – Yuri Baluyevsky, Chief of the General Staff of the Armed Forces of the Russian Federation (2004–2008), Deputy Secretary of the Security Council of Russia (2008–2012).

On July 8, 2026, on the sidelines of the XXIV International School on Global Security, the annual meeting of the PIR Alumni Community members will take place from 19:30 to 23:00. It will be held in the now-traditional format of the IV Maslin-Fest. The festival is named in honor of Evgeny Maslin, Colonel-General, Chief of the 12th Main Directorate of the Ministry of Defense of the Russian Federation, who passed away in 2022.

For the first time, the meeting of the Community members was held in the Maslin-Fest format on June 25, 2022, as part of the XXI International School on Global Security. Its program invariably includes creative performances by the participantssongs with guitar accompaniment, poetry (including original compositions), dancing, heartfelt toasts, friendly conversations, and warm memories of all those who contributed to the formation of this international network the PIR Alumni Community.

The Maslin-Fest will take place at the Tatyana Provence Hotel (12 Moskovskaya St., Zvenigorod, Moscow Region). PIR Center guests will be provided with a discount for staying at the hotel on the night of July 8–9. The participation fee is 3,500 rubles.

For participation inquiries, please contact Alexandra Zubenko, Executive Secretary of the XXIV International School on Global Security and Deputy Director of PIR Center, via email: zubenko@pircenter.org. Registration deadline: July 3.
