In 1973, Alexey G. Arbatov graduated from the School of International Relations of MGIMO University. He defined his field of scientific interests in the first year of study at MGIMO University after reading Henry Kissinger’s book “Nuclear Weapons and Foreign Policy”. In 1976, he graduated from the postgraduate course of the Institute of World Economy and International Relations of the USSR Academy of Sciences (IMEMO of the USSR Academy of Sciences), having defended his PhD thesis on “The American Concept of “National Security” and Nuclear Missile Policy in the 1960s”. In 1982, he defended his thesis for the degree of Doctor of Historical Sciences on “Strategic Balance and Military Policy in the 1970s”. Alexey G. Arbatov was a member of the Soviet delegation to the Strategic Arms Reduction Treaty (START I) negotiations, as well as a member of the working groups on the negotiations on the Intermediate-Range Nuclear Forces Treaty (IRNFT), START II. Since 1994 Alexey G. Arbatov has been the Head of the Center for International Security of IMEMO RAS. Since 2003 he has been the Corresponding Member of the Russian Academy of Sciences. Since 2011 he has been the Academician of the Russian Academy of Sciences. Alexey G. Arbatov is one of the leading Russian experts in the field of International Relations, foreign and military policy, global security, arms control and disarmament.
Since the early 1990s, Alexey G. Arbatov has been actively involved in the political processes of the country. In 1994–2003, he was the Deputy of the State Duma from the Yabloko faction. In 1995–2003, he was the Deputy Chairman of the Defense Committee. Alexey G. Arbatov was the initiator of the federal law “On Financing the State Defense Order for the Strategic Nuclear Forces of the Russian Federation”, which entered into force on July 17, 1999. Also he is the author of draft federal laws “On the Status of the Participants of Armed Conflicts and Military Actions”, “On Amendments and Additions to the Federal Law “On Budget Classification of the Russian Federation”. As a representative of the Defense Committee, Alexey G. Arbatov repeatedly went on missions to combat zones in Chechnya, Ingushetia, Dagestan, Tajikistan and Kosovo. He has combat awards.
