Born on September 7, 1957.

In 1980, Dastan S. Eleukenov graduated from Lomonosov Moscow State University with a degree in Physics. In 1984, he completed his postgraduate studies at the Institute for Nuclear Research of the National Academy of Sciences of Ukraine. In 1984–1993, he worked as an Engineer, Research Fellow and Senior Researcher at the Institute for Nuclear Research of the Academy of Sciences of Ukraine. In 1993–1996, he held positions of Senior Researcher, the Deputy Director of the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan. In 1994, Dastan S. Eleukenov graduated from the Nuclear Nonproliferation Program at the Middlebury Institute of International Studies at Monterey (MIIS), California, USA. In 1996–1998, he served as the Head of the Department of International Security and Arms Control of the Ministry of Foreign Affairs of the Republic of Kazakhstan. In 1998–2004, he held the position of the Director of the Regional Office of the James Martin Center for Nonproliferation Studies (CNS) of the Middlebury Institute of International Studies at Monterey (MIIS) in Almaty, Kazakhstan. In 2005, he was the Deputy Director of the Department of Multilateral Cooperation, Director of the Department of International Humanitarian and Economic Cooperation of the Ministry of Foreign Affairs of the Republic of Kazakhstan. He served as the Counselor of the Embassy of the Republic of Kazakhstan to the Islamic Republic of Iran (2005–2006), to the United Kingdom of Great Britain and Northern Ireland (2006–2008), the Minister-Counselor of the Embassy of the Republic of Kazakhstan to the USA (2008–2013), the Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Kingdom of Sweden (2014–2019) and the Kingdom of Denmark concurrently (2015–2019). In 2019–2020, he was the Director of the Department of International Security of the Ministry of Foreign Affairs of the Republic of Kazakhstan. In 2020, Dastan S. Eleukenov was appointed to the post of Advisor to the Director of the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan (KazISS). He is the author of more than 30 articles on international security, WMD nonproliferation and arms control.
