Born on February 13, 1977.

Dmitry A. Kovchegin graduated from the National Research Nuclear University MEPhI with a degree in Physical Protection, Accounting, and Control of Nuclear Materials and Nonproliferation. In 1999, he completed an internship at the James Martin Center for Nonproliferation Studies (CNS) of the Middlebury Institute of International Studies at Monterey (MIIS), California, USA. In 1999–2002, he was a Junior Research Fellow at PIR Center. Dmitry A. Kovchegin also held the position of Research Fellow at the Belfer Center for Science and International Affairs at Harvard University, Cambridge, USA. In 2004, he was appointed to the position of Consultant in the Moscow representative office of Booz Allen Hamilton. From 2012 to 2015, he was a member of the Working Group on International Cooperation in the field of WMD Nonproliferation and Nuclear Security of the PIR Center Advisory Board. Since 2013, as an independent consultant, he has contributed to the implementation of multilateral cooperation programs in the field of nuclear safety in Russia and other post-Soviet states.

PIR Center Advisory Board Member since 2015.
