In 1958, Vladimir Z. Dvorkin graduated from the High Military Naval College. Until 1962 he worked at the State Central Navy Testing Range of the Ministry of Defence of the Russian Federation. In 1962–2001, he worked at the 4th Central Research Institute of the Ministry of Defense of the Russian Federation, in 1993–2001 he was the Head of the 4th Central Research Institute of the Ministry of Defense of the Russian Federation. In 1974, Vladimir Z. Dvorkin defended his doctoral dissertation. He is Major General (retired). Vladimir Z. Dvorkin co-authored one of the most important documents related to the Russian Strategic Nuclear Forces and the Russian Strategic Missile Forces. He participated as an expert in preparing SALT II, the INF Treaty, START I and START II. He made a significant contribution to formulating Soviet and Russian positions at the negotiations on strategic offensive arms control and reduction. Vladimir Z. Dvorkin participated in the tests of the first domestic nuclear missile submarines and the first launches of ballistic missiles from under the water. He is the author of more than 350 scientific works.
