Born on August 25, 1983.
Albert F. Zulkharneev earned his Master’s degrees at the Faculty of International Relations of the Ural State University (2008). He completed postgraduate studies at the Faculty of World Economy and International Affairs of HSE University. In 2003–2005, he also took part in international courses of Persian language and literature.
In 2007, Albert F. Zulkharneev was appointed the Coordinator of the PIR Center Education & Training Program. In 2010–2013, he was the Director of the PIR Center Education & Training Program. In 2013–2015, he was the Executive Director of PIR Center. In 2015–2019, he was the Director of PIR Center. In 2019–2021, he was a Consultant of PIR Center, then the Advisor to the Director of PIR Center.
Being an employee of PIR Center, Albert F. Zulkharneev was responsible for organizing the PIR Center International School on Global Security, advanced training programs for specialists from Central Asian countries, the course on global security of the international session of the youth forum “Seliger”, the joint educational course of PIR Center and MGIMO University “Nonproliferation of WMD” and International Dual Degree M.A. Program “Global Security, Nuclear Policy, and WMD Nonproliferation” (MGIMO-MIIS-PIR Center).
In August–December 2011, he completed a scientific and teaching internship at the OSCE Academy in Bishkek. In 2015–2020, he was a researcher at the Center for Global Problems and International Organizations of Institute of Contemporary International Studies of the Diplomatic Academy of the Ministry of Foreign Affairs of the Russian Federation. He was a participant of the sessions of the Preparatory Committee for the NPT Review Conference (2012–2013, 2017–2019), as well as the 2015 NPT Review Conference. In 2019–2021, he was the Deputy Head of the Project Department of the Executive Committee of the All-Russia People’s Front (ONF). In April 2022, he was appointed the Acting Head of the Rossotrudnichestvo representative office in Kyrgyzstan. Currently, he holds the position of the Head of the representative office of Rossotrudnichestvo — Russian House in Bishkek, Kyrgyzstan.
